The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand Name or Equal Total Small Business Set Aside RFQ for a Pfeiffer OmniStar Gas Analysis system: Benchtop-mass spectrometer according to the specifications document attached. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 89243324QFE000452 is issued as a Request for Quotation (RFQ) and is available for downloading under Contract Opportunities at https://sam.gov/ and on FedConnect at https://www.fedconnect.net/Fedconnect. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06 effective August 29, 2024. Vendors shall submit descriptive literature detailing features, technical capabilities, and warranty data (as necessary). Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation and will be based on the brand name or equal items meeting the salient characteristics of those items included within this Total Small Business Set Aside RFQ. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability.
