Contract Description

The Department of Energy, Idaho Operations Office (DOE-ID) intends to issue a sole source award utilizing Simplified Acquisition Procedures to General Dynamics Mission Systems, Inc for the acquisition of National Security Agency (NSA) approved Certified Type 1 Communications Security (COMSEC) / Controlled Cryptographic Items (CCI) Encryption devices TACLANE-FLEX Encryptors.  DOE-ID proposes to acquire seven (7)-qty TACLANE-FLEX Customizable Encryption Platform - 1 Gb/s Bundle. This award will be made in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting from a single source and under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements for NSA Approved Type-1 Encryption devices TACLANE-FLEX Encryptors. GDMS is the sole source manufacturer (Original Equipment Manufacturer OEM), distributor, and owner of the Certified Type 1 Encryptor Product Lines and the sole source OEM, distributor, and owner of the VLAN Software, Repair/Maintenance, Warranty extensions, Training and Ancillaries (rack mounts, power supplies, cables, power adapters, handsets) for all their Product Lines.  NSA is the controlling authority and a certifier for the sale of GDMS TACLANE® and Sectéra® vIPer™ Encryption products.  Per NSA Memorandum of Agreement (MOA), requirements dictate that all CCI equipment must ship to a COMSEC approved location.  Additionally, each COMSEC item must be verified with the Government and have a valid Government Contract associated with the purchase.  COMSEC orders cannot ship without verification of these requirements. This notice of intent is not a request for competitive quotes/proposals; however, all responsible sources may submit a capability statement, within three calendar days after date of publication of this notice, shall be considered by the Government.  Responses must be supported with clear and convincing evidence to clearly be able to provide the NSA approved Certified Type 1 COMSEC / CCI Encryption devices TACLANE-FLEX Encryptors outlined in this notice.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for determining whether to conduct a competitive procurement.
